Connecticut Battery Storage Incentives in 2026: Energy Storage Solutions Explained
Connecticut Energy Storage Solutions in 2026: $30/kWh enrollment incentive, $300-$550/kW-year performance pay, who qualifies and how to apply.
Connecticut's battery storage incentive program is Energy Storage Solutions (ESS), open to Eversource and UI customers. As of November 2026, new home enrollments can receive $30 per kWh of battery capacity, or $130 per kWh for Grid-Edge customers, plus performance payments for 10 years. SunPol Solar installs home batteries for Connecticut homeowners.
What battery storage incentives are available in Connecticut in 2026?
As of November 2026, Connecticut homeowners on Eversource or UI can use Energy Storage Solutions. It pays an Enrollment Incentive that lowers the battery price before installation, and Performance Incentives paid each season for 10 years when your battery supports the grid. The program is administered by the Connecticut Green Bank, Eversource and UI.
As of November 2026, PURA is reviewing changes to this program (docket 26-08-05, vote scheduled for December 2, 2026); we will update this page after the decision.
The program is overseen by the Public Utilities Regulatory Authority (PURA) and is paid for by electric ratepayers, according to the Connecticut Green Bank.
Since April 1, 2026, new applicants join a performance-based, Active Dispatch-only design that the ESS Program Manual calls Construct 5.
Construct 5 removed the Passive Dispatch track and the earlier Upfront Incentives for new customers, and raised Active Dispatch Performance Incentives.
Upfront incentive figures in older articles describe the Legacy Program. Residential customers enrolled on or after April 1, 2026 are eligible for the Enrollment Incentive instead.
The federal Residential Clean Energy Credit (25D) is not available for property placed in service after December 31, 2025, according to the IRS.

How much is the Connecticut battery incentive per kWh in 2026?
For residential enrollments from April 1, 2026, the ESS Enrollment Incentive is $30 per kWh of rated battery capacity, or $130 per kWh for Grid-Edge customers, according to the May 19, 2026 Program Manual. The manual states there is no cap on Enrollment Incentives. The incentive appears as an upfront discount in your purchase or lease agreement.
The calculation is based on the nameplate energy capacity (kWh) of the battery system.
Grid-Edge customers are on the top ten percent of circuits with the most outages per customer during major storms since July 1, 2012, and the top ten percent with the longest storm outages.
The program website has a map of the circuits that meet the Grid-Edge criteria, and an Incentive Calculator for an estimate.
The $16,000 limit you may see quoted applies to Upfront Incentives for batteries enrolled in Passive Dispatch at one home, which is no longer open to new customers.
How do ESS performance incentives work?
Eversource or UI can dispatch your battery during grid events, and you earn a Performance Incentive based on its average kW contribution each season. As of November 2026, the residential rate is $300 per kW per year, $450 per kW per year for Underserved customers and $550 per kW per year for Low-Income customers, for up to 10 years.
- Summer season: June through September, with 30 to 60 events.
- Winter season: November through March, with 1 to 10 events.
- Each event lasts 1 to 3 hours, in an anticipated window of 12 PM to 9 PM.
- If a storm is on the horizon, the utility will not dispatch energy from your battery.
- Payments are based on actual performance during events, as shown by inverter data, not on nameplate capacity.
- Under the May 19, 2026 Program Manual, you can choose annual or twice-yearly payments; with twice-yearly payments, 89% of the annual amount is allocated to summer and 11% to winter. A PURA proposed decision of October 29, 2026 would remove the annual option; it is set for PURA's December 2, 2026 meeting.
Underserved customers live in a Connecticut distressed municipality on the most recent DECD list. Low-Income customers are on an Eversource or UI Low Income Discount Rate.
Who is eligible for Connecticut's Energy Storage Solutions program?
You are eligible if you have a UI or Eversource electric service account in Connecticut and the battery is installed at that account's location. Solar is not required, so a standalone battery can qualify. An eligible contractor must install and interconnect the battery, and homes built before 1980 need a completed or scheduled home energy assessment unless another exemption applies.
- If a municipal utility serves your home instead of Eversource or UI, check with that utility, because ESS eligibility requires a UI or Eversource account.
- Systems energized or installed before January 1, 2022 cannot get the Upfront Incentive but may join for Performance Incentives only.
- Only systems energized no more than six months before enrollment remain eligible for the Enrollment Incentive, apart from limited early-adopter cases.
- Batteries can be standalone or paired with solar, and both AC-coupled and DC-coupled systems are eligible.
- The battery must be on the program's list of pre-approved technologies, which is updated on a rolling basis.
Residential customers need a Home Energy Solutions (HES), HES Income-Eligible or equivalent energy assessment completed after 2011, or one scheduled.
Exemptions include homes built on or after January 1, 1980, and batteries co-located with solar that participates in the Residential Renewable Energy Solutions (RRES) program.
If you add new solar with the battery, read how the 2026 CT solar energy adjustment affects RRES compensation, and see the full list of Connecticut solar incentives.
Can you get the ESS incentive with a leased battery or a PPA in Connecticut?
Yes, if the owner qualifies. A battery may be owned by the customer or by an eligible third-party owner (TPO) with the customer's permission, and all ESS rules apply whoever owns it. Enrollment Incentives are provided as upfront discounts in the customer's purchase or lease agreement, and the Green Bank reimburses them to the eligible contractor or TPO.
The program publishes a list of eligible third-party owners that own and maintain systems for customers through a lease or power-purchase agreement.
If a TPO owns the battery, the equipment title remains with the TPO.
Customers can designate a direct payment payee at enrollment, and the utilities can assign performance incentive payments to a TPO, vendor, financial institution or other party the customer specifies.
In SunPol's Prepaid Solar Program, SunPol owns, monitors and maintains the system under the agreement, and in a solar PPA the provider owns and maintains it. As of November 2026, Sunpol LLC appears on the ESS contractor list but not on the eligible third-party owner list. If you choose the Prepaid Solar Program or a PPA, ask SunPol how storage incentives are handled under your agreement before you sign.
Before you sign any lease, PPA or purchase agreement, ask the installer to show in writing how the ESS incentive is reflected in the price, who receives the performance payments and what your agreement requires if you leave the program.
How does SunPol Solar fit with Energy Storage Solutions?
SunPol Solar installs three home batteries, matched to how you go solar: Tesla Powerwall 3 with the Prepaid Solar Program, a PPA or a cash purchase; FranklinWH aPower 2 with a cash purchase; and an Enphase battery with Propel financing. As of November 2026, Sunpol LLC appears in the ESS list of eligible contractors.
| SunPol option | Battery | Who owns the system |
|---|---|---|
| Prepaid Solar Program (25-year prepaid lease) | Tesla Powerwall 3 | SunPol, which owns, monitors and maintains it under the agreement |
| Solar PPA through a financing partner | Tesla Powerwall 3 | The PPA provider |
| Propel (SolSource energy services agreement plus loan) | Enphase IQ Battery 10C | SolSource at installation; the funded buyout is normally applied after Contract Year 5 unless you opt out, subject to the agreement |
| Cash purchase | Tesla Powerwall 3 or FranklinWH aPower 2 | You |
In the 12 Connecticut towns served by a municipal electric utility, SunPol offers only cash purchase or a loan.
With SunPol, the ESS incentives described on this page apply to batteries you own, bought with cash or a loan. With the Prepaid Solar Program, a PPA or Propel, SunPol, the PPA provider or SolSource owns the system at installation, so ask SunPol how storage incentives are handled under your agreement. Ask SunPol to confirm in your proposal whether your battery model and project qualify for ESS.
See SunPol battery storage in Connecticut for how backup works, and the financing options page to compare payment paths.
How do you apply for Connecticut's battery incentive?
To get the Enrollment Incentive, you do not apply on your own. You choose an eligible contractor, tell them you want to take part in Energy Storage Solutions, and the contractor or third-party owner completes the application through the Customer Enrollment Platform. Enrollment has two steps, Customer Enrollment and Battery Enrollment, and rates are set when funds are reserved.
- Get a few quotes from eligible contractors before you decide, as the program recommends.
- Confirm that Eversource or UI is your electric utility.
- Ask whether your home qualifies as Grid-Edge, Underserved or Low-Income, because the rate depends on it.
- After the system is installed and energized, the contractor or TPO submits proof of completion and interconnection, and the Enrollment Incentive is then reimbursed to the contractor or TPO.
- Stay enrolled for the whole season once a summer or winter season starts, to receive that season's performance incentive.
Under the May 19, 2026 Program Manual, customers who enrolled on or after April 1, 2026 and received an Enrollment Incentive do not have to return any portion of it if they later unenroll. A PURA proposed decision of October 29, 2026 would require new enrollees who leave before the end of the 10-year term to repay a prorated share, starting once a revised Program Manual is approved.

Common Questions
Frequently Asked Questions
What is the Energy Storage Solutions program in Connecticut?
Energy Storage Solutions is Connecticut's battery incentive program for Eversource and UI customers. It is overseen by PURA, paid for by electric ratepayers, and administered by the Connecticut Green Bank, Eversource and UI. It lowers battery costs with enrollment and performance incentives for batteries installed by eligible contractors.
Do I need solar panels to get the Connecticut battery incentive?
No. The program FAQ says you do not need solar installed to install a battery storage system, and a battery can charge from the grid instead. Pairing a battery with an existing or new solar system lets it recharge with the sun's energy, and if that solar participates in RRES, the home is exempt from the ESS energy assessment requirement.
Is the $16,000 ESS incentive cap still in place?
The $16,000 limit in the Program Manual applies to Upfront Incentives for batteries enrolled in Passive Dispatch at a single home. PURA directed the program to eliminate Passive Dispatch for new customers no later than April 1, 2026, and the manual states there is no cap on Enrollment Incentives.
How long do I stay enrolled in Energy Storage Solutions?
Customers remain enrolled for 10 years from the date of commercial operation, or until they give written notice that they want to leave. Once a summer or winter season starts, you must stay enrolled for the entire season to receive that season's performance incentive. Under the May 19, 2026 manual, leaving does not require returning an Enrollment Incentive received for an enrollment on or after April 1, 2026; a PURA proposed decision of October 29, 2026 would add a prorated repayment for new enrollees.
Is SunPol Solar an eligible contractor for Energy Storage Solutions?
As of November 2026, Sunpol LLC, the company behind SunPol Solar, appears in the Energy Storage Solutions list of eligible contractors for homes. The program notes that it does not warrant contractors' work and that customers should do their own due diligence and get multiple bids.
